HelloCSE Acquires Primoloisirs, Initiating Market Consolidation for CSE Solutions
On Tue, Jul 22, 2025, HelloCSE, a Lyon-based scale-up, announced the acquisition of Primoloisirs, marking a significant step in the consolidation of the dedicated software market for Social and Economic Committees (CSE). This acquisition signifies a shift in a sector traditionally characterized by fragmented players, including historic actors, local pure players, and vertical start-ups.
HelloCSE, a self-financed company and member of the FT120 for three consecutive years, has completed its first external growth operation since its inception in 2017. The company now serves over one million active users through its platform, addressing various needs of CSE representatives, including employee benefits management, ticketing, gift vouchers, communication, and accounting.
Primoloisirs, founded in 1999 by Bertrand Rose, has been a pioneering software provider for CSE through its entity ConseilCE. With a loyal customer base of over 600 company committees, the company has supported the market's evolution for more than two decades.
The acquisition of Primoloisirs by HelloCSE brings 600 new clients into its fold, including notable names such as Leroy Merlin, BMW, Amazon, Vinci, Eurofins, URSSAF, Croix-Rouge, and Thales. This expands HelloCSE's user base by over 200,000 new employee beneficiaries, further solidifying its significant market presence.
On Tue, Jul 22, 2025, HelloCSE, a Lyon-based scale-up, announced the acquisition of Primoloisirs, marking a significant step in the consolidation of the dedicated software market for Social and Economic Committees (CSE).
This merger reflects a broader trend toward the structuring of the CSE solutions market. CSE representatives are increasingly seeking comprehensive, interconnected, and mobile-accessible technological solutions in response to growing digital usage, regulatory complexities, and the demand for a unified employee experience.
The acquisition of Primoloisirs positions HelloCSE as a market aggregator and leader, offering clients and nearly 200,000 employee beneficiaries a transition to a modern, complete, and customizable product. This development is part of a broader phase of market integration, with groups like Edenred (formerly ProwebCE) and Glady initiating similar transformations in recent years. HelloCSE's bootstrap development strategy highlights its independent and alternative approach.
A Dynamic Driven by Proximity and Specialization
HelloCSE currently serves 4,500 clients, including Carrefour, Décathlon, Croix-Rouge, and Société Générale, with over a million employee users and 110 employees across Lyon, Bordeaux, and Paris. The company positions itself as a "technological partner of reference for CSE" and expresses ambitions for consolidation in a market still characterized by fragmented offerings.
